…for the recognition of completed stages of school education or levels of education and professional qualification based on documents issued by schools in foreign countries, in accordance with Ordinance No. 11 of September 1, 2016, on the Assessment of Student Learning Outcomes (published in the State Gazette, Issue 74 of September 20, 2016; effective from September 20, 2016), issued by the Minister of Education and Science.
The documents referred to in Paragraph 1, Items 2, 3, and 4—as well as any additional documents requested—must be legalized, translated, and certified in accordance with the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, or pursuant to agreements signed between the Republic of Bulgaria and the country of issuance, or in accordance with the Regulations on the Legalization, Certification, and Translation of Documents and Other Papers (approved by Council of Ministers Decree No. 184 of 1958; State Gazette, Issue 73 of 1958). An exception is made for documents issued by schools within the European Schools system, which do not require legalization.
Exceptions are also permitted for documents belonging to individuals who are seeking or have been granted international protection; such documents may not necessarily be legalized or certified.Recognition of Diplomas via NACID
